The powers granted to alwusta Municipality, pursuant to Royal Decree No. 36/2022 promulgating the Governorates System, include a wide range of responsibilities and tasks aimed at strengthening local administration and achieving sustainable development within each governorate. These responsibilities relate to preparing and implementing plans and programs in various areas, including public health and hygiene; managing markets, slaughterhouses, and cemeteries; issuing various licenses for commercial, industrial, tourism, and health activities; and improving infrastructure, roads, and public facilities.
Municipalities' powers also include monitoring food, factories, and restaurants, supervising buildings and billboards, taking necessary measures to protect public health and the environment, organizing festivals and cultural and social activities, and supporting disaster response efforts and preventing encroachment on state property. Through these powers, municipalities aim to raise community awareness, promote social communication and volunteer work, and establish a database and information specific to municipal work within their geographic jurisdiction.
According to the decree, you will find below the municipality’s powers according to Article (18) of the same decree:
- Preparing comprehensive plans in the field of municipal work and submitting them to the governor for approval.
- Preparing and implementing awareness and guidance programs necessary to raise community awareness, promote social communication and volunteer work, and submitting them to the Governor for approval, without prejudice to the powers of the Municipal Council.
- Take necessary measures to maintain public health, hygiene and pest control.
- Issuing municipal licenses for commercial, industrial, tourism, entertainment, health, professional, and other activities.
- Improving and beautifying the streets and public squares in the governorate.
- Establishing, fencing and managing cemeteries, preserving their sanctity, and working on preparing, transporting and burying the dead.
- Establishing, managing, and inspecting slaughterhouses, conducting veterinary examinations on animals before slaughter, and ensuring that their meat is fit for human consumption after slaughter.
- Establishing, managing and monitoring public markets, without prejudice to the powers of the Ministry of Agriculture, Fisheries and Water Resources.
- Food monitoring and inspection to ensure its suitability and safety, monitoring factories, restaurants, shops and their workers and taking the necessary measures in this regard, and health supervision of drinking water to ensure its quality and suitability for human use.
- Establishing, maintaining, lighting, and managing roads, bridges, pedestrian walkways, and public parking areas, preparing and installing traffic signs, and organizing and developing traffic control methods.
- Establishing, managing and maintaining parks, gardens, playgrounds, restrooms, and landscaping public places.
- Regulating building uses, inspecting and supervising construction work, issuing building, maintenance, restoration, addition, and demolition permits, and issuing permits for the construction of various infrastructure networks, removing dilapidated or unauthorized buildings, and removing the resulting waste in accordance with applicable laws.
- Issuing licenses for mountain breaking, excavation, tree cutting, etc., after approval by the competent authorities.
- Monitoring and confining stray and stray animals.

- Naming and numbering streets, roads, alleys, squares, plazas and buildings, in accordance with the principles and standards issued by the competent authorities.
- Providing all forms of support and assistance to the authorities concerned with disaster response.
- Holding festivals and cultural, sports and social activities in accordance with applicable laws.
- Take the necessary measures to prevent encroachment on public and private state property, and take the necessary measures to remove encroachment.
- Taking the necessary measures and actions to remove deformities in villages, residential neighborhoods, roads, public squares, parking lots, paths, and valleys.
- Monitoring weights, measures and measures in accordance with the provisions of applicable laws.
- Take the necessary measures and make the necessary preparations to prevent the dumping of waste in roads, markets, gardens, parks, parking lots, and other public places.
- Proposing draft municipal regulations and decisions and submitting them to the governor to take the necessary action in accordance with the provisions of this system.
- Proposing ways to invest the governorate's resources in order to achieve sustainable development in accordance with the state's general policy.
- Proposing development plan projects for the governorate and submitting them to the governor.
